Andover has been selected for the 2025–2027 Mass Save Community First Partnership, a state-backed initiative that helps cities and towns promote energy efficiency among residents and small businesses.
The program connects municipalities and community-based organizations with Mass Save Sponsors to deliver cost-saving solutions, such as weatherization, heating and cooling upgrades, and no-cost energy assessments. Andover will receive up to $85,500 annually to support a local Energy Advocate and community outreach.
The effort targets renters, landlords, income-eligible households, non-English-speaking residents, and small businesses—groups that often face barriers to participating in energy programs.
Mass Save Sponsors will also provide training, multilingual materials, and technical support to help local advocates reach more residents and business owners.

Andover joins 57 other communities in the new three-year cohort, including nearby cities like Lawrence, Lowell, and Methuen. The expanded partnership builds on the results of the 2022–2024 cycle, which delivered more than 111,000 home energy assessments and 27,500 weatherization upgrades across participating communities.
