A Japanese restaurant with a location in Saugus is aiming to open in Andover at the site of the Park Street Pub, which closed last year.

Shoyu is scheduled to appear before a special meeting of the Andover Design Review board Wednesday for approval of a sign. The Andover Select Board approved a liquor license for the restaurant and bar last April, and a note on Shoyu’s Website said the restaurant would be open by the end of 2022.

The address of the Andover location is 38-40 Park Street. Shoyu’s Saugus location features a menu of Chinese, Japanese and sushi dishes with prices for entrees ranging from $10 to $17.

Smythe & Dove Closed, But For How Long?

The sign on the door of Smythe & Dove Steak/Dakota Bar dated Jan. 1 says the restaurant would be closed for two weeks for deep cleaning, but online speculation and rumors say the business has closed permanently.

Online reservation services show table availability at Smythe & Dove beginning on Jan. 31.

Andover News has asked Smythe & Dove owner Marcus Palmer and state Sen. Barry Finegold, who owns the building at 89 Main Street, for comment.

Palmer’s company, Farmers Row Hospitality Inc., which is listed in state business filings as the general partner for Smythe & Dove LP, received a $225,000 loan in April 2020 from the federal Paycheck Protection Program that Congress passed during the coronavirus pandemic. The loan and $1,708 in interest were forgiven in February 2021.

The 140-seat restaurant opened in the spring of 2019 — on the heels of the 2018 Merrimack Valley gas explosions and a year before the coronavirus pandemic brought the restaurant industry to a halt. The restaurant demolished the site of the former Andover Bookstore, which moved to 74 Main Street in August 2017, to build the current space.
