The Andover Select Board dedicated the moment of silence before Monday’s meeting to former Town Manager Richard Bowen, who died Sunday, and his wife Lucy, who died Monday.

The Bowens moved to Andover in 1963 when Richard Bowen was named the town’s second town manager. He later served as the first chair of the Ballardvale Historic District Commission. Last summer, the Ballardvale Green was named after Bowen.

Richard Bowen enlisted in the Navy when he was 17 and served in World War II. He graduated from Colby College in 1951 and the Wharton School of Business in 1953. The Bowens lived in Ballardvale and Richard Bowen, an attorney, worked as a public defender after stepping down as town manager in 1969.

  1. What a wonderful couple. Andover was blessed to have them and their family live here. I am glad I got to know them. My condolences go out to the family.
