The sewage overflows in 3 Merrimack Valley cities increase "health risks from bacteria and other pollutants associated with urban stormwater runoff and discharges of untreated and partially treated wastewater," the Newburyport Health Department, which is testing water near the mouth of the river, said in a statement.

Proposed State Budget Increases Andover Local Aid By 5.6%, School Aid By 2.8%

The state budget, which still needs to be signed by Gov. Charlie Baker, also includes a 2.8 percent increase in Chapter 70 funding for Andover Public Schools.
