Unlike many Massachusetts towns, Andover has so far avoided implementing water restrictions and bans during this summer's drought.

Former Town Manager, Wife, Die Day Apart
|
|
|
Richard Bowen was named the town's second town manager in 1963. He later served as the first chair of the Ballardvale Historic District Commission. Last summer, the Ballardvale Green was named after Bowen.
