Fewer than 400 registered voters were on hand Wednesday as Annual Town Meeting finished its work on the 35-article, 2025 warrant.
On the second and final session Wednesday, Andover’s legislative body:
- Created the Central Street Historic District.
- Approved new outdoor water use rules to comply with state regulations.
- Opted into a specialized energy code to enhance energy efficiency and reduce greenhouse gas emissions.

In one of the more closely-watched articles of the night, town meeting rejected an article that, if passed, would have repealed the Ballardvale Historic District. Petitioners unsuccessfully argued the commission overseeing it has strayed from the original intent when it was created in 1996. Opponents of the repeal suggested reviewing the process and argued the district helps protect the neighborhood from over-development.
