The existing building at 140 Haverhill Street.

The Andover Zoning Board of Appeals approved a special permit for a drug treatment facility at 140 Haverhill Street over the objections of neighbors and after more than a year of debate.

The board, however, did not reach the super majority needed to approve a variance to bylaws on minimum parking space requirements that had been requested by the developer when it met Thursday night.

Medico 140 has been operating an outpatient facility at the property it acquired in March 2021 for $660,000. The ZBA approval, which is likely to be appealed in Massachusetts land court by opponents, allows Medico to build a 39,000-square, 64-bed inpatient addiction treatment facility. The approval also approves construction of a new 9,180-square-foot building on the property for the outpatient program, known as Topsail.

Medico 140 received planning board approval in July for a special permit for an inpatient and outpatient drug treatment facility at 140 Haverhill Street in Andover.  You can read project documents on the ZBA Website.
